I believe it's Linux Ubuntu 9.10-Karmic Koala with a theme pack. Correct rsvr85? lol I like the cowsay moo thing, I chuckled a little.

Almost, it's not a themepack per-say but individual bits i've picked up and some made by me.
Karmic is the OS in question and you win the 10 points!! Wohoo!
