There’s no catch, usually. Freeware programs are usually designed for everyone as an alternative to expensive programs. There are a lot of designers out there that just want to help the masses, not everyone in the worlds wants to rip everyone off. (; Also many governments like to take away new technology and keep it from being mass marketed because of drastic economic effects that it can cause. IE. More fuel efficient cars that can go 100 miles per gallon rather than 25-50. These technologies do exist, just not for us at the moment. Sounds like a conspiracy theory, but trust me it’s true. Basically this is just a drastic but true example, but on the scale that pertains to us, the free program can be completely free, or it can be a lead into a better, newer, and faster (PAID) version of the free program, but everyone can still use the freeware program to promote to others that are more likely to pay. Sorry I guess I just went everywhere, but this is the only explanation I can give based on years of observation on the net.

paint.net I have been using a long time. Apart from all the other benefits that this program has it helps me in creating screenshots. About the Print key I capture the screen and paste it into the graphics program. With the cursor there are many possible markings. They can be re-copied and pasted, in the same or a new image, empty or an existing. The new image fits in the size of the inserted part. The size can change at any time. So there are completely new collagen or you just unnecessary advertising and reaches a smaller memory footprint.
